Enroll in the Apps Experience program or revamped Level Up program

Enrollment for the Apps Experience or the revamped Level Up programs opens in Play Console on September 1, 2026.

Learn how to prepare your app or game, enroll in the Apps Experience program (AEP) or revamped Level Up program, and meet all the program guidelines in Play Console.

How to prepare for enrollment?

Before enrolling, complete these steps:

  1. You must provide the necessary information for our team to log in and access all app functionality. Refer to Requirements for providing sign in details for review.
  2. Review program requirements: Verify that your app or game meets all program guidelines. (Apps Experience guidelines , Level Up guidelines)
  3. Publish to production: Ensure your app or game is published to production on Google Play and has been in compliance with all applicable Play policies.
  4. Submit exemption requests: If applicable, submit any guideline exemption requests before starting enrollment.

How to submit an exemption request?

To submit an exemption request in Play Console:

  1. Go to Help and click Create support ticket.
  2. Select Play Programs.
  3. Select Apps Experience program or Google Play Games Level Up.
  4. Select I want to request an exemption from a guideline
  5. Select the guideline.
  6. Attach a screenshot or other attachments to help troubleshoot your issue.
  7. Click Submit.

How to submit an enrollment application?

Currently, enrollment is open to developer account groups that have generated at least $1M (USD) of earnings over the last 12 months. You must have the admins or account owner permissions to apply.

Enrollment steps for the Apps Experience program

  1. In Play Console, go to Monitor and improve > Policy and programs >  Programs > Apps Experience.
  2. Answer the questions about your app's implementation. You can view the questions you’ll be asked, prior to enrollment, in the guide: AEP guideline planner.
  3. Before you confirm that your app meets the program guidelines, submit requests for any exemptions that your app may be eligible for according to the guidelines. If you provide incomplete or inaccurate evidence, it may take us longer to check if your app qualifies for the program rate card.
  4. Review the program requirements and accept the Terms of Service.
  5. Submit your application.
  6. Your app is enrolled in the program and qualifies for the program rate card starting only after we verify that it meets all program guidelines.
Note: While enrollment opens on September 1, 2026, the program rate card will not take effect until September 30, 2026 for all approved apps. (After September 30, program rate cards take effect within 24 hours of enrollment.)

  1. In Play Console, go to Monitor and improve > Policy and programs >  Programs > Level Up.
  2. Before you confirm that your game meets the program guidelines, submit requests for any exemptions that your game may be eligible for according to the guidelines. If you provide incomplete or inaccurate evidence, it may take us longer to check if your game qualifies for the program rate card.
  3. Review the program requirements and accept the Terms of Service.
  4. Submit your application.
  5. Your game is enrolled in the program and qualifies for the program rate card only after we verify that it meets all program guidelines.

We’ll notify you by email and Play Console notification once your app has been reviewed. If approved, your updated program rate card will take effect. If rejected, we'll outline the specific issues you need to resolve. Once resolved, submit a review request.

How to submit a review request?

You can submit a review request for the Apps Experience program or revamped Level Up program if your enrollment application was rejected.

To submit a request after resolving issues, follow these steps in the Play Console:

  1. In Play Console, go to Monitor and improve > Policy and programs > Programs > Apps Experience or Level Up.
  2. Select View details.
  3. Make sure you fix all issues.
  4. Select Submit a request.
  5. Choose the appropriate option:
  • I have fixed all issues: Describe the specific changes and improvements you have implemented to meet the guidelines.
  • I want to submit an appeal: Provide detailed evidence or justification explaining why you believe your app or game already complies with program guidelines.
  • I have fixed some issues and want to submit an appeal for others: Outline the changes you have made to address some issues, while providing an appeal justification for the remaining points.
  1. Select Submit.

You need one of the following Play Console permissions to submit an appeal:

Maintain program guidelines and submit a review request 

Ensure that your app or game continues to meet program guidelines after enrollment. If issues arise:

  • A warning will be displayed in the Play Console, with a deadline for meeting the guidelines.
  • Once resolved, submit a review request before the deadline.
  • If issues are not resolved by the deadline, your app will be removed from the program and will lose eligibility for the program rate card.

Review process

What is the timeline for reviewing app or game submissions for program enrollment?

Developers can submit apps and games for review through Play Console starting September 2026. Reviews may take up to 14 days or longer in exceptional cases.

 

We'll email you the review results, which you can also view in Play Console. If your app doesn't meet the guidelines, we'll provide specific details so you can address the issues. You can address the issue, ask for more information, or request an appeal.

Guidelines and support

Does Google verify program qualification and communicate results?

Yes. We verify that your app meets all guidelines. If it doesn't, we'll email you details of any issues with program guidelines. We will periodically review enrolled apps or games. If your app or game is no longer meets guidelines, we'll send a warning with a deadline. Once fixed, you must submit a request for another review of your app or game.

Can developers request an evaluation report or gap analysis?

No. You are responsible for identifying requirements and making sure that you meet all the program guidelines. If you have questions about specific thresholds or edge cases after your review, contact Play Support .

Rate card and fee structures

 

When is the new rate applied, and what reporting is available? 

Once enrolled, the program rate card normally takes effect for newly initiated orders in eligible countries starting September 30, 2026 or within 24 hours of enrollment (whichever is later). Refer to Understanding Google Play's lower service fees for more details.

Google Play provides several financial reporting options to help you manage your business by tracking order details and service fees for transactions completed through Google Play’s billing system:

 
  • Monthly earnings report: Available by the 5th of each month for the preceding month’s transactions, the earnings report contains service fee percentages and an updated fee description to reflect the new fee structure.
  • Orders API: Use the real-time Orders API to determine your revenue for each processed order in the buyer’s currency after deductions for partial refunds, taxes, and fees. View, Order.developerRevenueInBuyerCurrency for more details.
  • Play Console (Order management): Users with access to financial data can view estimated revenue after deductions and fees for each processed order.
 

Note that some orders may not reflect the latest rate card due to factors such as account holds or grace periods. 

How are "new installs" defined and calculated?

"New installs" are calculated at the user level, such as Google account or by device. A new install occurs when a user's first-time installation or first app update from Google Play occurs on or after the date the new fee structure launched in their region. Refer to Understanding Google Play's lower service fees.

If a user uninstalls the app and reinstalls it at a later date, the transaction category is still determined based on the user's original first-install date.
